To conduct in-depth research on enterprise talent needs and accurately address practical issues encountered in enterprise development, on the afternoon of March 25, Zhou Yunshi, Member of the Party Leadership Group and Deputy Director of the Provincial Human Resources Development Bureau (Provincial Employment Bureau), led a delegation to China Hebei Construction & Geotechnical Investigation Group (Hainan) Ltd. for a special "Warm Heart Action" research symposium. Li Huawei, Chairman of the Board and Party Secretary of the Group Company, along with senior management team members and heads of relevant departments, attended the symposium.
At the symposium, both sides first introduced the attendees. Chairman Li Huawei extended a warm welcome to the delegation from the Provincial Human Resources Development Bureau and expressed gratitude for the bureau's long-term care and support for the enterprise. He then provided a detailed introduction to the Group Company's development history, comprehensive strength, and talent recruitment and training efforts. He noted that Hainan headquarter is positioned as the Group Company's overseas business headquarters. Since settling in Jiangdong New Area, the company has invested over 1.3 billion yuan in Hainan. The Group Company closely follows the national "Belt and Road" construction pace and actively explores international markets. Currently, it has established subsidiaries (branches) in 37 countries overseas, with business scopes covering geotechnical engineering survey, design, treatment, testing and monitoring, consulting, as well as geological hazard risk assessment, engineering survey and mapping, and other fields. Starting from 2026, the Group Company plans to host an annual International Geotechnical Engineering Technology Forum in Haikou, striving to build an international platform for industry-university-research-application exchange and further enhance the academic influence of Hainan Free Trade Port in the international engineering field.
Deputy Director Zhou Yunshi noted in his speech that China Hebei Construction & Geotechnical Investigation Group (Hainan) Ltd., as a key enterprise introduced to Jiangdong New Area, has injected professional strength into the construction of Hainan Free Trade Port. Its positioning as an overseas business headquarters perfectly aligns with the direction of the Free Trade Port's open development. He fully affirmed the Group Company's profound technical accumulation, outstanding industry position, and talent development efforts. He stated that the Provincial Human Resources Development Bureau would take this "Warm Heart Action" as an opportunity to continuously focus on enterprise development needs, providing more targeted and efficient services in areas such as talent recruitment, talent certification, and policy implementation.
During the symposium, heads of relevant departments from the Provincial Human Resources Development Bureau provided detailed explanations on topics including high-level talent certification, eligibility conditions for individual income tax preferential policies, and talent recruitment channels, based on current policies. They also exchanged views on how to further optimize the talent certification process and accurately apply talent policies.
In his concluding remarks, Chairman Li Huawei stated that the "Warm Heart Action" research symposium was pragmatic and efficient, fully reflecting the Provincial Human Resources Development Bureau's attention and care for enterprise development. Going forward, China Hebei Construction & Geotechnical Investigation Group (Hainan) Ltd. will closely align with the guidance and support of the Provincial Human Resources Development Bureau, continuously strengthen talent team development, make full and effective use of Free Trade Port talent policies, attract more outstanding talents to take root in Hainan and serve the world, and contribute "CHCI strength" to the construction of Hainan Free Trade Port.
